Yes I now have a printed copy, figures and all.  It is eight
pages.  Was going to read it at lunch but "not". It will take more 
time then that. This is not light reading.

As I already had the file here, I moved the gzipped Postscript file to 
ftp://ftp.logicon.com/open/9712287.ps.gz
It should stay there for a while. It is 150K  Get it soon as things
disappear from /open
