Chris,
  Power is supplied through a separate circuit directly
to the pier.  You cannot cut that power without throwing
a circuit breaker.  The breaker in this case is in
another building.  You want to keep the circulator pump
and bubbler running while just cycling the Stamp.
Easier to rig up a circuit to reset the Stamp than
playing with AC, and then it can be remote-controlled
and host-computer-accessible.  So what I want is something
that doesn't power cycle everything, just resets the
intelligence.
