Actually, Radar works best for tracking space junk.  A large phased array
antenna can get a resolved image of something as big as a rocket body.
The radar also gives good range and range rate data too.

Remember when the space shuttle program was new.  They used to check
from the ground for missing thermal protection tiles using an Air Force
telescope in Hawaii.  The Air Force had adaptive optics long before
astronomers got hold of it.
