Declination Axis

GLENN is the fifth mount that I have assembled.  I have finally figured out 
how to mount the Declination bearing so everything is properly clamped in 
place.  Previous versions required a lot of washers and were still was hard 
to position.  It is just a question of doing it enough times to figure out 
a good way.  Previous versions will not be revised as it requires taking 
everything apart and rewiring it.  Sigh!

Dan is here today, and wiring of GLENN has started.
