Tom,

It's caaled "The Gimp".  It runs under both MS Windows and 
Linux/UNIX.
It is about as full featured as can be and is free.  People
say that if you use Photoshop, Gimp will seem familiar.

The fact that the same program runs under both
Linux and Windows may be a plus if you switch back and forth
between using the two OSes.  

You can print out the very thick color manual or you can buy
a "gimp book" at Amazon.  I think there are at least two books
