http://hea-www.harvard.edu/RD/ds9 is the main page, and 
 "/doc/v2.0/ref/ref.html is the online reference manual; you can also
download the whole thing (HTML pages) in .tar.gz form.

 All it says about Cut/Copy/Paste is "not implemented yet". The 2.1 reference
manual does describe these commands, implying that they are/will be implemented in 2.1,
but 2.1 seems to be at beta 2. 
 You can find 2.1 b2 source at ftp://sao-ftp.harvard.edu/pub/rd/ds9/source -
the README tells how to build it for Windows using Cygwin (not Visual C++). 
I'm willing to give it a try if nobody beats me to it.
 Note that even if DS9 2.1 does implement cut and paste it may not be what you
want it to be; it's not clear that you can save the clipped region to a new
file. But maybe there's a way to to hook ds9 and iraf together and at least
semi-automate the operation...
