Possible Scanner Problem Found

I have found a problem in the scanner design.  A couple of fast carry 
counter inputs were floating.  I have no good way to test, but the loose 
inputs could be causing the problem that I see.  I will fix a system and 
run it to see.  Sigh!  It is something that I will never be sure of.

For Arne and Michael, I am building up a big list of ECO's.  Eventually I 
will send out a fixup kit.

BTW, I am getting lots of virus messages.  If any seem to come from tass, 
let me know promptly.  So far I think we are clean, though I have received 
10 or so attempts to post to the list.  Fortunately, the non member rule 
keeps them off.
