I would think that one would want to be careful about running at reduced 
voltage.  It is easy to get to the point that the IR component is much 
larger than the V component.  In this case, you might overwhelm the V 
filter and end up with a mish mash of a response curve.  Then any little 
change on a fast changing filter edge might distort the response.

I plan to run at normal voltage unless someone gives me a better 
argument.  One could argue that a photo flood lamp would be better since it 
peaks up closer to the V response.
