first cut at a database table layout

Here is a first cut at a database table layout.

Don't worry if you're not an SQL expert.  It is
just a list of column heading with data types.

If you read this it may be best to read it from
the bottom up.  This is executable SQL so I had
to define things before I could use them. I did
check the script and it does run. 

It needs more work.  Send me your comments and I
will sort out conflicting suggests, modify the script
and re publish it.

1) ucac table needs to be filled in, Do we have
   the specs for the ucac catalog format?

2) frame table needs MANY more fields, about as many
   as there are keywords in the FITS headers

3) Possibly need to define some better views

4) I don't know if the join defined for combined_obs
   will produce the desired result.
