Exactly.  AMD even states it that way. They claim it is a performance
number not a clock speed. 

Now you have to ask if it is a good as an 1.8Ghz P-IV or
a P-III if it could be runat that speed.
I assume they compare themselves to a p_IV as that would
give them the best number.   Look at the www.spec.org site for
objective benchmarks.
