Tass reference catalog

One of the problems we have is that stars get measured differently 
depending on where they are in the frame.  This could be due to errors in 
Tycho photometry contributing to the measurement error because different 
Tycho for are used for comparison depending on frame position.

Seems to me it will make an interesting experiment to try this.   I think I 
will do it.  But then I will probably be quiet about the results. ;^)
