Well, it's really a very poor name since it's not an "effect" in the
traditional sense of the word. I've had very spirited discussions with
Gene Milone and others about this. (I think Gene first coined the
term.) The best reference to look at is probably the Davidge and Milone
paper in the Astrophyiscal Journal Supplements , vol 55, pp. 571-584
(1984). You can get the paper from the ADS site.
(For those that don't know, the ADS is at http://adsabs.harvard.edu and
you can pull up old issues of most journals of interest.)
