43 minutes is resonable if you are talking about an e-mail list.
THe list server could have 300 people in its subscription list and
you could be number 295 and likely an e-mail list server would
be serving multiple listrs, so you wait in line.  

If you have a linux server and dynamic DNS setup you could run your
own mail server.  It would cost nothing and give you very fast
turnaround
