Tom,

You might want to specify that the code be un-encumbered by
pattents or other restrictions.  and that the source be
covered by any QSI approved license (GNU, BSI or whatever)
This will ensure that you could give the result to someone
and that it can be further improved.

As an example of something to be avoided, remember the open
source image display programs that used GIF file formats.
GIF had a pattent aginst it.  Open source is not enough

About delivering executable code.  Any executable will
become worthless quickly, likrly after the first OS upgrade.

You should specify that it must run on a UNIX/Linux like
machine if that is what you want.
