Depends on what you call "fairly mainline language" I would
not be surprized if the winner is written in IRAF's "CL" and
I'd bet there are 10X more MUMPS programmers in the world then
CL programmers.
I think the way to go is to simply say that the TOOL must be
openly available You don't want someone to write code that
is GPL'd but the compiler costs $50,000. Yes I've seen this
it was Symscript under Vax/VMS
