This appears to be GSC 4619-1526. I looked this up in NSVS:

The scatter does seem to be greater than the error. The colors in 
VizieR imply this is an F5 or so which would give us V-I of about 0.6, 
which seems to be about what TASS is at except for the "blue flash".

Are there such things as blue flashes?
