NTP will keep the PC's internal clock sync'd to UTC to
within milliseconds. However UTC is not local time.
The conversion to local timemust be done on the local
PC. And for that you need software that "knows" the local
conventions. Here in the USA our local conventions will
change and so the software will have to change
On UNIX style computers that change would go in the files
that live in /usr/share/zoneinfo this is where the various
local time conventions are kept. One of the files there
is copied into "/etc/localtime" So the fix will be pretty
simple.
GS works the same way. There is a number inside the unit
that is an offset from UTC.
